 Common Sense Balanced Budget Plan Act

To the United States Congress:

We, the concerned citizens and representatives of our great nation, propose a comprehensive plan to reduce federal government spending to $5 trillion, ensuring a more efficient and fiscally responsible administration without compromising the essential functions and services that protect and serve our citizens.

Our proposal includes the following reforms and adjustments:

Streamline and consolidate government agencies:

To ensure that our government operates efficiently and responsibly, it is essential to conduct a comprehensive review of all federal agencies, programs, and departments. This will help identify areas where spending can be reduced, efficiencies can be increased, and services can be streamlined without compromising the quality of services provided to the American people.

Establish a bipartisan commission:

Compose a diverse and knowledgeable group of experts in various fields, including economics, public administration, and finance.

Task the commission with conducting a thorough, in-depth review of the federal government's operations, evaluating the effectiveness of agencies, programs, and departments.

Set clear evaluation criteria:

Develop a set of performance metrics and evaluation criteria to guide the review process, focusing on factors such as cost-effectiveness, efficiency, and alignment with national priorities.

Compare each agency, program, or department against these criteria to determine whether spending can be reduced or operations can be improved.

Identify redundancies and inefficiencies:

Assess whether multiple agencies, programs, or departments perform overlapping or duplicative functions, and identify opportunities for consolidation or elimination.

Investigate areas where resources could be more effectively allocated or better utilized to improve overall government performance.

Evaluate program effectiveness and relevance:

Examine whether individual programs and initiatives are effectively achieving their intended goals and objectives.

Determine whether programs or services are still relevant in the current economic and social context, and consider whether spending can be reduced or eliminated in areas where they are not.

Consider alternative delivery models:

Evaluate whether certain government services could be more efficiently delivered through partnerships with non-profit organizations, private companies, or state and local governments.

Investigate the potential benefits and risks of such partnerships, and develop guidelines for ensuring that these alternative models meet high standards of accountability, transparency, and quality.

Implement performance-based budgeting:

Shift the focus of budgeting decisions from traditional line-item appropriations to an approach based on the performance and outcomes achieved by agencies, programs, and departments.

Align funding allocations with the results of the comprehensive review, prioritizing spending on the most effective and efficient areas of government.

Monitor and adjust ongoing operations:

Establish a regular review process to ensure that federal agencies, programs, and departments continue to operate efficiently and effectively over time.

Maintain a culture of continuous improvement, encouraging innovation and collaboration across the government to further enhance performance and reduce costs.

By conducting a thorough, comprehensive review of the federal government's operations, we can identify opportunities for reducing spending, eliminating waste, and improving overall efficiency. This will ensure that our government remains focused on its core responsibilities while also providing the best possible value to American taxpayers.

  1. Reform entitlement programs:

    • Gradually increase the eligibility age for Social Security and Medicare to reflect the increased life expectancy and reduce overall program costs.

    • Implement means testing for beneficiaries to ensure that resources are targeted toward those most in need.

    • Encourage greater private savings and investment through incentives such as expanded access to tax-advantaged retirement accounts.

  2. Optimize military spending:

    • Conduct a strategic review of the defense budget to prioritize spending on critical capabilities and emerging technologies, while eliminating waste and inefficiencies.

    • Explore opportunities for greater cooperation with allies to share the costs of common defense initiatives.

    • Scale back or eliminate costly and outdated weapon systems that no longer align with modern security requirements.

  3. Enhance government procurement and contract management:

    • Implement stricter controls on government contracting processes to reduce waste, fraud, and abuse.

    • Promote greater competition among contractors to secure the best value for taxpayers.

    • Establish stronger accountability measures to ensure that government contractors deliver quality services and adhere to ethical standards.

  4. Eliminate or reduce unnecessary subsidies:

    • Review all federal subsidies to identify those that are no longer necessary or effective in achieving their intended goals.

    • Prioritize spending on programs that generate positive social and economic outcomes, while phasing out subsidies for mature industries and businesses that can operate independently.

  5. Implement new revenue-neutral policies:

    • Replace the current personal and corporate income tax system with a flat-rate VAT to generate additional revenue without increasing the overall tax burden on individuals and businesses.

    • Explore alternative revenue sources, such as user fees for certain government services, to reduce reliance on traditional tax-based funding mechanisms.

We understand that implementing these common-sense reforms will require difficult choices and a concerted effort from both policymakers and the public. However, our proposal offers a path toward a more efficient, responsible, and sustainable federal government that can continue to serve and protect our nation's citizens for generations to come.
